International experience in implementing procedural interview models, interrogation practice in Ukraine and principle approaches to studying innovative interview tactics were discussed at the presentation of “Tell Me What Happened, or Confess” research. The event was conducted in terms of cooperation between Dnipropetrovsk State University of Internal Affairs and the International Renaissance Fund.
Larysa Nalyvaiko, DSUIA vice-rector, opened the presentation.
Vasylyna Yavorska, “Human Rights and Justice” program manager (International Renaissance Fund); Yurii Belousov, head of the General Prosecutor’s Office Department; Serhii Rokun, senior detective of the National Anti-Corruption Bureau of Ukraine, were the event guests. Viktoriia Rohalska, associate professor of the Criminal Procedure Department, and Dariia Lazareva, head of Doctorate and Internship Department, were engaged as DSUIA representatives.
In course of the presentation Yurii Belousov told about procedural interview as an innovative tactics.
Serhii Rokun shared the experience of procedural interview introduction at the NACB.
Vasylyna Yavorska told about procedural interview standards and the development of the national program for procedural interview training.
It shall be mentioned that “Tell Me What Happened, or Confess” research has been conducted by “Investigative Interview. Ukraine” experts.
According to the organizers, despite that most investigators and detectives consider interrogation to be the key procedural action, it has lost its meaning, since it cannot be used as evidence in court. It requires stenography of interrogated person’s answers, relevant premises and infrastructure as well as specific training.
