Dnipropetrovsk State University of Internal Affairs hosted “Detection of Corruption Risks at the MIA Activity; Prevention and Combatting Corruption at the MIA System” round table. The Ministry of Internal Affairs of Ukraine along with MIA Civil Council initiated the event.
Representatives from Dnipropetrovsk, Zaporizhzhia, Kirovohrad and Cherkasy regions took part in the discussion.
Participants included specialists from Corruption Prevention Department of the Ministry of Internal Affairs of Ukraine, Communication Department of the MIA of Ukraine, MIA Civil Council, National Agency for Corruption Prevention, Main Offices of the National Police in Dnipropetrovsk, Zaporizhzhia, Kirovohrad and Cherkasy regions, MIA service centers from four regions as well as the representatives of scientific-and-research expert-criminalistics centers, territorial medical centers of the MIA of Ukraine, State Emergency Service of Ukraine, military men, scientists, etc.
Larysa Nalyvaiko, vice-rector of Dnipropetrovsk State University of Internal Affairs, was the moderator of the round table.
Andrii Fomenko, DSUIA Rector, police colonel, opened the event. He expressed his gratitude to all the participants for their precious contribution in combatting corruption either at the regional, or at the national levels.
“The problem mentioned in the round table topic has not lost its actuality within previous years, in spite of state level means implemented. Law enforcement bodies are the first to become a specimen in fighting corruption in Ukraine. Relevance of law enforcement system, including transparency, dynamics, legal justification, rejection of corruption and high professional level of our specialists as well as their virtue are the grounds for efficient functioning and development of the whole state”, Andrii Fomenko emphasized.
Besides, Rector stated that the round table aimed at exchanging with perspective ideas, thoughts and the best methods to prevent corruption cases at the MIA system efficiently.
Volodymyr Martynenko, head of the MIA Civil Council, head of the social organization “Corruption Prevention and Combatting Center”, advisor of the Minister of internal affairs of Ukraine, greeted the participants of the scientific-and-practical event as well.
“Neither tolerance towards corruption in the Ukrainian society and in the MIA system in particular shall have good outcome decreasing corruption and leading to its total disappearance. We are holding a set of round tables all over Ukraine waiting for challenging actual questions. I believe that we will have come to certain results by the end of the event”, he said.
Anatolii Fodchuk, head of Corruption Prevention Department of the MIA of Ukraine, also joined the greeting section.
“State power bodies work for civil society in the first turn. We must satisfy people’s needs and provide maximum simplified access to state services as well as strive for minimizing corruption risks”, – Mr. Fodchuk claimed.
Jozsef Gyulai, senior advisor in combatting corruption of the European Union Advisory Mission to Ukraine, also greeted the round table participants.
“For European integration it is extremely important to create law enforcement bodies free from corruption, since it guarantees stability and predictability in society. Law supremacy is the fundamental ground for everyone to be equal to the law, thus punishment for illegal actions is inevitable”, the expert noted.
It shall be mentioned that the round table aimed at forming practical recommendations. The most pressing issues in identifying corruption risks and overcoming them were discussed at the event. In particular, participants discussed in more detail such issues as corruption risks in the work of service centers, expert service, migration service, emergency service as well as mechanisms for reporting corruption, etc.
In course of discussion participants presented their reports. For instance, Oleksii Bochkovyi, head of DSUIA Educational and Scientific Laboratory for Studying Preventive Activity Problems, told about corruption risks and minimization of its negative impact on society.
“Currently the anti-corruption measures applied by the state bodies of Ukraine are not effective and actually imitate anti-corruption activities by filling the media space with anti-corruption content. At the same time, an important issue of minimizing the negative impact of corruption is to increase the level of social security of employees of the Ministry of Internal Affairs of Ukraine and the simultaneous introduction of an effective system of automated financial control of their activities and lifestyle”, Oleksii Bochkovyi told.
The round table participants will be submitting their suggestions within one week, which will form recommendations to be forwarded directly to the Ministry of Internal Affairs.
