Provision of Public Order under European Methods: Summing-up the First Series of Trainings

Seminar-trainings “Fundamentals of Special Police Units Tactics According to the Scandinavian Model of Public Security and Order Provision during Peaceful Meetings and Other Major Events” are being held at Dnipropetrovsk State University of Internal Affairs. 70 law enforcement officers from special police units have been already taught how to apply basic Scandinavian model elements and obtained certificates upon the successful completion of their studies.

The specialized team of trainers in public security from Guardia Civil (Spain) as well as the EUAM, UNOPS and National Police of Ukraine experts share their experience and knowledge with police officers.

The program to be studied by police officers includes both theoretical classes and practical simulations. For practical trainings DSUIA cadets are engaged and police vehicles with special equipment are applied.

For instance, police representatives learn in detail such aspects of public order provision as crowd psychology and methods of its management, dialogue police and peculiarities of its service, public order concept, etc.

“We suggested a new concept of the Scandinavian model of providing public order adapted for the National Police of Ukraine back in 2018. This system will be developing step by step and become even more efficient for your country. We are conducting 7 trainings in total for Ukrainian special police units in Kharkiv, Dnipro and Odesa. As the management level from the Public Order Unit in Dnipro had been trained with the Scandinavian model, the officers are aware of the tactics, techniques and procedures. As usual, law enforcements are quite skeptical about this approach at the beginning. But they were learning more peculiarities of this method day by day and finally obtained necessary skills for their further practical application. As the result, training participants from Dnipro agreed that the concept was really efficient. Upon the completion of three basic trainings in providing public order and security on the basis of DSUIA we plan to hold two trainings for trainers. The main emphasize in terms of this series of trainings will be made on learning methods of further self-training among police officers”, Fernando Magro Moros, Head of the Specialized Team of Trainers in Public Order from Guardia Civil (Spain), commented.

Principal part of the training is practical simulations held on the square of Dnipropetrovsk State University of Internal Affairs.

Taras Hryniukh, head of the Ukrainian team of trainers, stated that the main aim of the training was to change civilians’ attitude to police, while for police officers – to learn how to manage the crowd accurately and professionally.

“Our system is based on the main principles of the Scandinavian model, which is absolutely different from old methods of providing public security and order. New method is more up-to-date, ethical and efficient. During practical simulations we worked over the separation of a big crowd into smaller groups aiming at localization, making filter cordons to extract aggressive people from the crowd as well as accompanying moving crowd and controlling mass meetings, etc.”, Taras Hryniukh explained.

Upon the completion of the training police officers are to pass examination. Under the results of their studies 40 officers will be selected for entire specialized studies for future trainers. At the end they will obtain relevant certificates.
