Key Aspects of the Preventive Activity of the National Police in Martial Law

Dnipropetrovsk State University of Internal Affairs held All-Ukrainian scientific-and-practical seminar “Actual Problems of the Preventive Activity of the National Police of Ukraine in Martial Law”.

More than 100 specialists joined the event: scientists and practitioners, representatives of public authorities and local governments, judicial and law enforcement agencies, human rights public organizations as well as the representatives of scientific institutions from different regions of Ukraine.

Larysa Nalyvaiko, DSUIA vice-rector, greeted the audience. She emphasized that the scientific-and-practical event aimed at highlighting the challenges faced by police officers in martial law, bringing to the attention of both the scientific community and experienced practitioners the problem of the advanced detachment of the National Police – the preventive police. Larysa Nalyvaiko noted the search for some effective ways to improve the activities of the police in martial law among the key tasks of the event.

According to Kostiantyn Bakhchev, dean of the Preventive Activity Faculty, police colonel, such scientific-and-practical event was a solid platform for the exchange of experience and the development of new approaches to improving the preventive activities of the police in general and during martial law.

Andrii Sobokar, head of the Administrative Law, Process and Administrative Activity Department, police lieutenant-colonel, delivered greeting words.

In terms of the seminar the issues of legal and organizational support for the activities of preventive units of the National Police, in particular in martial law; features of the organization and carrying out of the general and individual prevention by preventive activity units, in particular in the conditions of martial law; features of training police officers to provide home medical care to victims of wartime; interaction of the specialized prosecutor’s office in the military and defense spheres with the police in martial law were discussed.

Scholars of Dnipropetrovsk State University of Internal Affairs also presented their speeches. Major of Police Oleksii Bochkovyi, head of the Training and Research Laboratory for the Study of Preventive Activities, spoke about the impact of the psychological rights of employees of the National Police on the effectiveness of law enforcement in martial law.

Professor of the Administrative Law, Process and Administrative Activity Department Roman Myroniuk spoke in more detail about the peculiarities of temporary alienation of property under martial law.

Oleksii Mamchii, head of the Department of Vocational Primary Training of Police, Specialization and Advanced Training of the Educational and Scientific Institute of Distance Learning and Advanced Training, spoke about the organization of public order and safety by employees of higher education institutions under specific wartime training conditions.

Based on the results of the scientific-and-practical seminar, the relevant recommendations and proposals to the legislative and regulatory acts on topical issues were adopted. They will be sent to the relevant departments.
