The VII International Scientific and Practical Conference “International and National Security: Theoretical and Applied Aspects” was held at Dnipropetrovsk State University of Internal Affairs on the occasion of the 57th anniversary of the establishment of the institution. The event brought together scientists from 13 countries – Poland, Lithuania, the USA, Germany, Portugal, Spain, the Netherlands, Georgia, Ireland, India, Belgium, Kazakhstan, and Moldova. In general, about 300 participants. Scientists from 46 domestic and foreign educational institutions took an active part.
A large-scale scientific event was opened by the rector of the State Police Department, police colonel Andrii Fomenko. He expressed his gratitude to all who participated and noted that over the 57 years of existence of the institution of higher education, more than 36 thousand highly qualified law enforcement officers and lawyers have already become its graduates, including people’s deputies, judges, generals, heads of state authorities and local self-government bodies, well-known scientists.
“The university staff as a center of educational and scientific activity makes systematic efforts in a matter that is significant for every citizen – ensuring national security, especially in the realities of today. We are actively introducing new teaching methods, including creating high-tech training centers and training grounds on the basis of the institution. Today, we are fundamentally changing the educational process at the university, because under martial law we are preparing future police officers, lawyers, economists, managers, psychologists”, Andrii Evgenievich emphasized.
The head of the institution also noted about active cooperation with foreign educational institutions from more than 20 countries of the world.
The moderator of the event was the vice-rector of Dnipropetrovsk State University of Internal Affairs Larisa Nalyvaiko.
“International and national security is an important issue for every country because they determine the stability and security of society as a whole. The main relevance of these issues is that the modern world is faced with complex challenges and threats that require a focus on security both at the national and international level. Given the martial law in which our state is more than a year, the importance of this international event can not be overestimated. Security is one of the basic human needs and one of the most important conditions for the existence of the state”, said Larisa Romanovna.

In particular, professor of the Autonomous University of Lisbon, director of the Department of International Relations and its research unit OBSERVARE – Observatory of Foreign Affairs, researcher at the Portuguese Institute of International Relations of the University of Nova de Lisbon (Portugal) Luis Tomé spoke about the imperative of a common security system in the conditions of geopolitical competition and confrontation.
Presented a speech on the topic “Lessons for International Security Arising from Russia’s Invasion of Ukraine” by Professor of the School of Law and Public Administration at the University of Dublin (Ireland) Donnacha O Bichain.
The head of the non-profit organization Multicultural Group, professor and head of the bachelor’s program in international relations of the Faculty of Law and International Relations of the Georgian Technical University (Georgia) Emilia Alaverdova presented a speech on the topic “Western alliances as guarantors of the security of the South Caucasus.”
The relationship between integrity education and security issues at the national and international levels was discussed by an officer of the Directorate of Defence Institutions and Capacity Building of NATO Headquarters, an expert on providing strategic advice and recommendations on capacity development in matters of good governance in the field of defence and security, Head of the NATO Integrity Education Program in Ukraine Dr. Nadia Milanova.
Gus Meerschuk, Associate Professor of the Dutch Police Academy, University of Twente (Netherlands), spoke about the Dutch experience of creating a modern police.
Representatives of the Academy of Political and Legal Sciences of Ukraine, Dnipropetrovsk State University of Internal Affairs, Kharkiv National University of Internal Affairs, Lugansk State University of Internal Affairs also presented their speeches.

As a result of the conference, the participants approved further directions of ensuring international and national security, proposed legislative changes to regulatory legal acts regulating issues of national security. These proposals are included in the resolution of the international scientific and practical conference.
