Educational and Scientific Laboratory for Research of the Problems of the Legal Status of Internally Displaced Persons and Ensuring Gender Equality

The Laboratory employs 11 scientists. Over 200 professionals are being engaged into different work directions on the constant basis.

The Laboratory performs various tasks in cooperation with international organizations – Council of Europe Office in Ukraine, United Nations Population Fund, United Nations High Commissioner for Refugees Office, the OSCE, international organization “La Strada Ukraine” as well as the EU Project “Pravo-Justice”. In 2018, Larysa Nalyvaiko, Head of the educational-and-scientific laboratory for the research internally displaced persons’ legal status issues and securing gender equality partook in the Council of Europe project “Internal Displacement in Ukraine: Development of Long Lasting Decisions”, in the frames of which experience exchange was performed in terms of reacting to internal displacement in Bosnia and Herzegovina, Croatia, Montenegro and Serbia regarding research in policy and practice of IDPs social protection and provision of long lasting decisions at the national and local levels. Especially it relates to enhancing cross sectoral and academic cooperation in protecting rights and freedoms of internally displaced persons; state institutions and non-governmental organizations work coordination in securing necessary decisions for IDPs.

The Laboratory actively collaborates with the Council of Europe project “Internal Displacement in Ukraine: Development of Long Lasting Decisions” (managed by Hanna Khrystova, Doctor of Law, PhD) as well. The most significant common activities are devoted to internal displacement issues.

Dnipropetrovsk State University of Internal Affairs is a recipient in the international technical assistance project “Support of Reforms for the Development of Law Supremacy in Ukraine PRAVO” by UNOPS. Currently the project is under re-registration.

The Laboratory’s activity is oriented at Dnipropetrovsk region, but there is an experience of work in other regions. Besides, it has partners network all over Ukraine.

The projects created by our staff being implemented:

1) provision of free of charge legal assistance to IDPs and victims if gender discrimination/gender based violence via “Legal Clinics “Istina”.

2) provision of psychological assistance to IDPs and victims if gender based violence via up-to-date Psycho-training Complex.

Besides, psychological rehabilitation of АТО/Joint Forces Оperation veterans and their family members is provided on the basis of Psycho-training Complex under the Memorandum between Dnipropetrovsk Regional State Administration and DSUIA.

3) “Self-defense for girls and women” project applies a developed educational course during the classes of self-defense for women in case of violent actions.

4) “Training Center “Barna House” project gives an opportunity to work out tasks by prevention activity subdivisions of the National Police of Ukraine at committing violence towards children as well as to work with children being witnesses of violence.

Considering our actual experience we can suggest the following areas of cooperation in terms of a joint project:

– conducting scientific research with defining problem issues of IDPs legal status, developing of support and assistance policy provided to IDPs, including legal assistance of high quality;

– to summarize research outcomes their discussion in the format of round tables, forums or conferences is required to determine necessary actions in the development of guidelines for self-government bodies and lawyers, who represent IDPs interests;

– conducting the series of trainings for lawyers, judges and police officers as for respecting IDPs rights applying European experience;

– conducting educational courses and advance training for specialists in providing administrative services to IDPs;

– developing and conducting joint educational distance courses with the engagement of international experts for practicing professionals as regards IDPs interests protection with issuing international certificates.

The University has an experience in developing trainings, including in terms of reacting to domestic or gender based violence cases, which have been holding for 10 years for the National Police of Ukraine. The University has up-to-date center “Combatting Domestic Violence”, accommodation opportunities (hotel complex for 26 persons) and catering.
