Educational-and-Scientific Laboratory in Studying Preventive Activity Problems

Educational-and-Scientific Laboratory in Studying Preventive Activity Problems was established on 6 July 2019 according to the order of the MIA of Ukraine as of 02.07.2019 No. 525 “On Advancing Police Officers Training at Higher Educational Establishments of the Ministry of Internal Affairs”. It is a structural subdivision of the Faculty of Training Specialists for Preventive Activity Units in Dnipropetrovsk State University of Internal Affairs.

The principle goal of the Laboratory activity is conducting scientific research of actual problems of the police preventive activity in providing public security and order as well as connected with advancing the educational system in this direction, enhancing efficiency of the educational process and quality of training specialists.

All the researches are conducted by the Laboratory within the core topic: Organizational and legal provision of preventive activity units of the National Police.

The Laboratory cooperates with the Ministry of Internal Affairs of Ukraine, the State Scientific-and-Research Institute of the MIA of Ukraine, territorial departments of the National Police and higher educational establishments of the MIA of Ukraine.

Considering the peculiareteis of providing public order under quarantine measures with the aim of preventing the spread of acute respiratory infection at the territory of Ukraine, the Laboratory staff has designed “Guidelines for Police Officers in Providing Public Security and Order During Quarantine Restrictions” and “Guidelines for Cadets in Providing Public Security and Order During Quarantine Restrictions”, which were forwarded to higher educational establishments of the MIA of Ukraine and territorial departments of the National Police.

On 19 June 2020, regional round table “Organizational and Legal Provision of Preventive Activity Units of the National Police” was held. 114 participants joined the event. More than 30 participants discussed related issues via Zoom. The participants’ papers have been published in a corresponding issue.

Under the Laboratory’s initiative the Agreement on Scientific and Technical Cooperation between Dnipropetrovsk State University of Internal Affairs and the State Scientific-and-Research Institute of the MIA of Ukraine as of 06.07.2020 No. 380 has been sighed. It aims at conducting mutual scientific (scientific-and-technical) works, preparation of out-coming documents, guidelines and other documents upon their results, mutual and due information exchange in scientific issues, etc.

On 1 October 2020, Oleksii Bochkovyi, head of the Laboratory, took part in I International Scientific-and-Practical Conference “Strategic Communications in Providing National Security and Defense: Problems, Experience, Perspectives”, organized by the National Defense University of Ukraine named after Ivan Cherniakhovskyi, as an English language speaker. Foreign specialists in strategic communications partook very actively in the conference, namely Doug Jordan, representative of Joint Special Operations University, former advisor at the Ministry of Defense of Ukraine and the Armed Forces in strategic communications on behalf of the USA, David Paul Benton, advisor at the Ministry of Defense of Ukraine in strategic communications on behalf of the USA, and Alvydas Medalinskas, former head of the Committee on Foreign Affairs of the Lithuanian Government, international Donbas expert. The conference included 2 meetings; one of them was held in English. Iryna Izhutova, head of Strategic Communications Department, colonel, was a moderator at the event. Due to the conference participants such joint international meeting is a substantial element in the process of establishing strategic communications in providing national security and defense in terms of training military staff and security and defense sector staff considering the best practices of the NATO members.

The Laboratory constantly performs the analysis of legislation in force and suggests ways to improve it. In particular, 10 suggestions regarding introducing amendments to legislation in force and regulatory legal acts drafts were prepared in 2020.
